Downer CAN'T campaign until he retires from active duty next month. That is the only reason Landry's campaign appears to have more energy. Downer can't even so much as give a campaign speech because he is actually serving his country in uniform. And Downer is hardly an older guy. He is NOT on the downside of his political career. He is an honest-to-God patriot and would be much better positioned for statewide office than Landry would if and when the 3rd gets the axe. Downer already has a statewide following and contacts given his position had AG of the LANG

I like Landry. He spoke at a breakfast before the last GOP State Central Committee meeting and was well received. In a low-turnout primary contest on a date without a lot on the ballot, he's definitely got a shot.

Jeff Landry looks like a terrific up-and-coming candidate in the 3rd District, and since that district is likely to go away in redistricting he's strategically the right guy for the GOP. A two-year hitch in Congress would put him on the radar for a statewide run as Secretary of State or Lt. Governor or Insurance Commissioner or something in 2015, and in that way the state GOP could build its bench.

Downer, though he's a good guy, simply doesn't bring any of that to the table. He's on the downside of his political career, and the performance of his campaign to date shows it. Very little movement in comparison to the energy Landry is showing.

Good stuff, Scott. On Cao, it's important to remember that there have been three critical votes in this congress in the House: the stimulus, cap and trade, and the second vote on Obamacare. Cao is three for three on those votes. His earlier vote for Obamacare (only cast after the bill had the votes it needed to pass, by the way) was completely meaningless.

When you compare Cao to the partisan nature of his district, he's the most valuable member in the GOP caucus from the standpoint of the conservative movement. By comparison, I have a hard time getting excited about Hunt Downer as a congressman from the 3rd, as I'm not sure he vote more conservatively than Charlie Melancon. Downer would certainly be less conservative than his district, so I would consider him a net minus for the conservative cause.

That's why I'm quite happy to support moderates for the U.S. Senate in solid blue states like Illinois and Delaware. Mark Kirk and Mike Castle, respectively, would be assets to the conservative cause from their states, because they are conservative when compared to the overall partisan nature of their states. That's why moderate Republicans in deep-red states like South Carolina or Utah are unacceptable. Sen. Bennett is being opposed by the Club for Growth and more than deserves a primary challenge -- he's a net minus to the movement.
