It’s not that they “were unable to develop any viable suspects.” They didn’t want to do so. I remember, shortly after the attack, hearing a telephone interview with Ms. Bautsch’s mother. In that strange interview, it became abundantly clear the mother didn’t want an investigation and wanted the entire episode dropped. Why she thought that way is anyone’s guess; but I knew, then, the case would simply fade away.
