So….the greenies got their way, with this “low flow toilet” mandate of years ago, and now they are suffering the consequences of an extremely narrow-minded if not misguided policy– there is no subsitute, in the world of public water works, for actual running water with sufficient (high) flow to “clean out the sludge”, unless you introduce corrosive solvent chemicals into it, which defeats the purpose….
Oh by the way– all that sludge that’s fermenting dangerous and flammable gases is a fire hazard as well, something else for a city like San Francisco to be keenly aware of– TURN UP THE WATER FLOW
