Due to the editing of this clip, I gather Jackson is talking about FDR’s Second Bill of Rights enumerated in the 1944 State of the Union address. Cass Sunstein wrote a book about it bemoaning the fact that it hasn’t been fully implemented, but stopped short of recommending the proposed bill be enshrined in the Constitution. He thinks reinterpretation of the current “charter of negative liberties” will do the trick. Nudge, nudge.
