Rep. Etheridge is a North Carolina Democrat who was elected in 1996 by defeating a Republican elected in the 1994 GOP landslide. Since then, the Democratic dominated North Carolina legislature has protected him by adding inner city Raleigh Democrats into his district.
But while his district did vote for Obama, it was with 53% of the vote in a year of record Democratic turnout. So he's very beatable – since Obama's election, he has voted for 100% of the Democratic agenda ("Yes" on the stimulus, "Yes" on cap and trade, "Yes" on all 5 healthcare votes.)

My reaction to the video wasn't "Wow, look at that vicious Democrat!"
My reaction was, "Look at how upset this Democrat got when the student asked if he supported the Obama agenda." President Obama is sending Democrats over the edge.
Mine was both.
In other words, it takes a special kind of distrust and disrespect for your fellow man to be a member of the Democrat Party these days. It takes an even more special kind of distrust and disrespect for your fellow man, coupled with a fanatic will to power, to want to be a Democrat politician. What surprise, then, when the viciousness and arrogance of such people is captured on video?
