Sandy Springs is a city of about 100,000 people north of Atlanta. It was incorporated in December of 2005, and decided to embrace a model of contracting out all city services other than police and fire.

And it spends half what an ordinary city of 100,000 spends, with city services that beat the rest of the area easily.
