The formula used to calculate this true top 15 awards 35 points for a win over a top 10 opponent, 25 points for a win over a top 25(11-25) opponent, 5 points for a win over a unranked opponent, -5 points for a loss to a top 10 opponent, -10 points for a loss to a top 25(11-25) opponent, and -20 points for a loss to an unranked opponent.  Most importantly the calculation is based on where your opponent is ranked in the last poll, and not where they were ranked when the game was played.  This is a much more accurate reflection of the quality of the wins and losses.

Breaking it down Georgia has three quality wins (Ole Miss, Texas, and Georgia Tech), and a single quality loss to Alabama.  Oklahoma has three quality wins over Michigan, Alabama, and Missouri, and two losses to ranked opponents Texas and Ole Miss.  Ohio State, who is undefeated, meanwhile only has two quality wins (Texas and Michigan).  Texas has three losses, but two of those losses are to top 10 opponents (Ohio State and Georgia).  Texas also has three quality wins over Texas A &M, Oklahoma, and Vanderbilt.  A & M has two quality wins over Notre Dame and Missouri and only one loss to another top team Texas.  Ole Miss has two quality wins over Tulane and Oklahoma, and a loss to a top 10, Georgia.  Indiana is undefeated but has only one quality win over Oregon.  Texas Tech has two quality wins over Utah and BYU, but also has a bad loss to an unranked Arizona State. BYU has two quality wins over Utah and Arizona, and a loss to top 10, Texas Tech.  Notre Dame has two quality wins over USC and Navy, and two early losses to ranked teams, Miami and Texas A & M.  Oregon has only one quality win over USC, and a loss to a top 10 team, Indiana.  Alabama has a bad loss to an unranked Florida State in the opening game of the season, and a loss to a ranked Oklahoma.  Alabama also has quality wins over Georgia and Vanderbilt.  Vandy has only one quality win over Missouri, and has two losses to ranked opponents Texas and Alabama.  Miami has one quality win over Notre Dame in the opening game of the season, but also has two losses to unranked opponents.  Utah has no quality wins over ranked opponents, but its only two losses are to Texas Tech and BYU.

If who you play matters, then these are the best teams in college football right now.  Equally as important, it does not equate losses to good teams with losses to bad teams.  If the idea for the playoffs is to put the best 12 teams in the slots then this formula much more accurately reflects who the best teams on the field have been.
