National Popular Vote Compact Loses Big-Time On House Floor

We’re told the final vote was 65-30, though what’s showing now is 64-29.

Two Republicans who voted it out of committee, Taylor Barras and Johnny Berthelot, flipped on it. Barras is counted as absent for the vote, while Berthelot voted against.

The educational effort in advance of the vote (some of which we participated in, though it’s hard to say we made any kind of difference) clearly had an effect on it. We don’t see any Republicans on the “Yes” list…

18 of the 29 are Legislative Black Caucus folks. Four members of that caucus were absent for the vote (Wesley Bishop, Ledricka Thierry, Katrina Jackson and Barbara Norton). Patrick Williams (D-Shreveport) was the only one voting against it out of the LBC.
