See, the sentiment behind all these flag-burning amendments and so forth is nice. It’s well-placed.

But there’s a marketplace solution to this issue, and it’s this – burning the flag is an unpopular thing to do, regardless of your motivation for it, and generally speaking there will be negative consequences to doing it.

Besides, burning a flag is arson.

So smart people won’t do it. You really don’t need to codify that into law. All you need to do is let nature take its course, and flag-burners will be discouraged enough.
