The old way was to punish exclusion. The new way is to punish lack of inclusion.

The punishment is also different. Rather than fines and prosecutions for those who sought to keep minorities out, the new penalty would be a withholding of federal funds from local and state government agencies dependent on HUD grants if they fail to push greater diversity. The way those agencies interact with developers, realtors, homeowners associations and others would need to reflect the federal push for diversity.

The report card comes in the form of the new maps, which use Census data to score communities on their racial and ethnic concentrations, as well as income and community services.

Which ultimately means that if you don’t have enough of the right-colored dots in each of your city’s neighborhoods on their map, Obama’s HUD will kneecap your funding – making it difficult for your local government to run without changing its business model.

Of course, most local governments probably do need to change their business model, because federal funding usually induces those local governments to engage in behavior which is ultimately destructive to public policy and prosperity. Most of what HUD has done hasn’t improved housing in this country at all, and HUD’s various programs in localities like Chicago and Houston have become complete money-wasting dumpster fires.

So the threat might actually be akin to getting thrown in a briar patch for some of the locales which are most likely to come into the Obama regime’s crosshairs. Nobody in Boca Raton or Alamo Heights or Beverly Hills or Vail will be particularly concerned at an inability to secure HUD grants.

The places this will most affect, though, will be the Sanford, Floridas and the Slidell, Louisianas of the world, the population of which are mostly white but not mostly rich. This is a shot at the middle class, and it’s an attempt to facilitate the export of poor people of racial minorities out of the inner cities and into the middle-class suburbs. What Obama is going for here is to attempt to change the demographics of solidly-Republican middle-class suburban congressional districts and ultimately give Democrats a change to retake the House.

It’s unlikely to work, but that doesn’t change how obnoxious this is.

And the fact it was announced at the NAACP convention is an unmistakable signal that this administration will be relentless in fomenting racial division in this country as its primary strategy for winning the 2014 midterm elections.

They refuse to leave the American people alone. Remember what Michelle Obama said all the way back in February 2008?

Barack Obama will require you to work. He is going to demand that you shed your cynicism. That you put down your divisions. That you come out of your isolation, that you move out of your comfort zones. That you push yourselves to be better. And that you engage. Barack will never allow you to go back to your lives as usual, uninvolved, uninformed.

That was a threat, and a promise. This is fulfillment.
